Qualitative study of Elites' understanding of poverty in (Case study: Hormozgan province)

Abstract

"political elite" is an imported and foreign concept with the culture of our country's political vocabulary, which does not have the same views on its definition, and because even in the countries where this concept was formed, The theorists and Political thinkers have not been able to find a single and precise definition of this concept, also this concept is subject to various interpretations in the political community inside and outside the country.The goal is to know what reasons the elites have in mind for their understanding and interpretation of poverty and inequality, and how do they interact with this issue? Knowing the points of view of the elites of the society can cause the solidarity of ideas, and by knowing the points of difference and commonality, it is possible to build a theory close to the reality of the Iranian society, which will help to reduce poverty and inequality. This research wants to see how Iran's political elites understand and interpret the recent expansion of poverty and inequality, and what concepts and issues do they raise in the process of understanding these changes? In the current research, the elites mean the governors of Hormozgan province. According to the results of the interviews, two factors, unemployment and lack of political support from the government, have the highest frequency in the growth of poverty, which makes politicians have a correct understanding of the extent of poverty. They cannot take constructive action to improve the conditions of their field of activity.
