Environmental justice is a concept that links the balance between economic and social systems with environmental protection. Trying to realize it is the basic principle to achieve sustainable development. The purpose of this research is to determine the most important factors affecting the realization of environmental justice, and since its realization requires the synergy of various social, political and economic institutions and factors, we witness many uncertainties in this field; In order to manage this broad conceptual field, the future research method was chosen, this method can adjust the uncertainties in the form of possible scenarios. The case study of this research is carried out in Kashan city because a look at the development indicators of the cities of Isfahan province shows that there is a large disproportion between the capacities of this city and its development ranks and this disproportion and finding the causes and solutions to improve that problem. The main of this research is This research has four stages of interviews with experts in the field of development, the result of which is to reach 29 variables affecting the environmental justice of Kashan. These variables were converted into 10 drivers by theme analysis, and the main drivers were identified through MicMac software and entered into the Scenario Wizard software. In order of priority, these drivers are environmental education, green economy, green partnership, clean energy, green technology, environmental culture, sustainable agriculture, environmental rights, the right of nature, and environmental urban planning.
