The discourse about pro-poor tourism shows that tourism can be effectively considered as a tool to reduce poverty. Academic views on the relationship between poverty and tourism have been very different in the last half century and there are ambiguities among academics about the theoretical relationship between tourism and poverty alleviation. What are the common theories in the field of pro-poor tourism? Tourism supporting the poor and its effectiveness has always been faced with the multiplicity of theories and conflicting views, and the main purpose of the article is to create a bridge between the concepts of tourism and poverty by exploring theoretical and theory-based relationships. In fact, this research tries to provide a proper and principled understanding of the nature of tourism of the poor and summarize the views in it, which can cover the gap in the field of planning in this area. Based on the review of research literature, the origin and approaches of pro-poor tourism need further analysis. Using Prisma model, 200 articles published in the field of pro-poor tourism in Web of Science and Scopus databases were selected for systematic review. The common areas in pro-poor tourism studies and the planning approaches involved in this sphere have been identified and the major approaches include participatory, sustainable, community-based, stakeholder and actor network approaches. The results show that we generally see some kind of overlap in related approaches. With increasing awareness of the nature of pro-poor tourism, planning approaches are also evolving and diversifying. In general, the result of the research considers a combination of planning approaches necessary to understand and implement a pro-poor system in planning.
