Clothing, as one of the main factors of nonverbal communication, beyond its primary role in physiological needs, is an important tool in explaining individual and social behaviours. This phenomenon can reflect the social status, level of belonging, growth path, and perfection of individuals' personalities. According to Maslow's hierarchy of needs theory, covering behavior is formed in a process context and begins with basic needs and extends to the self-actualization stage. The present study aims to identify the factors affecting the covering behavior of women's society based on Maslow's hierarchy of needs and seeks to answer the question of what is the relationship between the factors affecting the covering behavior of women's society and Maslow's hierarchy of needs? The research method is descriptive-analytical and survey-type. Data collection is from library and field sources. The statistical population consisted of 384 female students aged 18 to 35 in the city of Qom, who were selected by simple random sampling. The data collection tool was a researcher-made questionnaire with a five-point Likert scale, the reliability of which was confirmed by Cronbach's alpha of 0.877. The data were analyzed by Pearson's correlation test. The results showed that all five dimensions of Maslow's needs have a positive and significant relationship with women's clothing behavior. Among them, the self-actualization dimension had the greatest impact, followed by physiological needs, love/belonging, self-esteem, and safety. The findings indicate that women's clothing not only has a protective function, but also acts as a tool for expressing individuality, creativity, social identity, and gaining respect. Accordingly, adopting a comprehensive approach in cultural policy-making and clothing design that simultaneously responds to functional, security, social, reputation, and creative aspects can promote satisfaction and social acceptance of clothing among women.
